Another member of the panel took issue with the comment, after which Higbie continued to qualify his remark.
In his former role at CNCS, Higbie was responsible for the public image and messaging of the federal department that oversees volunteer services like AmeriCorps and Senior Corps.
Mr. Higbie, 34, who is from Greenwich, Conn., said that at the time, he was trying to make a name for himself as a controversial radio host who taunted liberal guests and garnered ratings through "shock and awe".
KFile, the network's investigative reporting team, posted recordings of Higbie's internet talk radio show "Sound of Freedom" from 2013 and 2014 in which he expresses his dislike of Muslims, black people and homosexuality.
"The president needs to protect America first, and if that means having people that are not protected under our Constitution have some sort of registry so we can understand ― until we can identify the true threat and where it's coming from ― I support it", said Higbie. "The taxpayers are exhausted of supporting government checks going to these people who think that breeding is a form of employment".
Mr Higbie is a former Navy SEAL who served two tours of Iraq.
He also spoke disparagingly of Islam, saying that he didn't like Muslims "because their ideology sucks", and that he was fine if his views caused him to be labeled a racist.
"I picked and prodded at every single guest I had in order to try to get a rise out of them", he said on Saturday.
"So I, I just, I really don't care for them".
Of undocumented immigrants, Higbie, on another episode of "Sound of Freedom" in 2013, said that Americans with guns should be able to shoot undocumented immigrants who attempted to cross into the United States at the border. He added: "I just don't like Muslim people". And I believe that this translates directly into the culture that is breeding this welfare and the high percentage of people on welfare in the black race. I can't stand that woman.
On yet another episode of "Sound of Freedom", Higbie said that Americans with guns should be able to shoot undocumented immigrants who attempted to cross into the USA at the border. And he put her in her place, that was just fantastic. "Congratuf'in'lations, you suck, Rhode Island".
White House correspondents were not available for a comment on his resignation.
